This encounter comes in the unmarked quest, Drunken Rabble, which can catch you by surprise when walking around the docks.

Where To Start Drunken Rabble
Drunken Rabble will start once you come across apair of drunk butchers on the street outside the Golden Sturgeonin Novigrad, by the docks to the northwest.
This questmay not startwhen the questPaybackis active, given that the quest requires the Golden Sturgeon’s outdoor area.
A cutscene will begin once you get close enough, where they will ask Geralt for crowns to pay for another round, having deluded themselves into thinking that their chopping up of carcasses is a similar profession as monster-slaying.
Which Choice To Make
They are insistent and will notlet Geralt go easily,forcing you to pick one ofthree choicesin getting them to leave you alone.
“Fine. I’ll help.”
Giving in to their petulant demands willset you back 25 crowns,though it will peacefully resolve the situation.
“Time you went home.”
This option will have Geraltcharm the pair with Axii,resolving the situation.
You will needDelusion at level onefor this option to be available.
“Lemme pass.”
If you arenot going to give them moneyand cannot charm them, you’ll have to fight the pair.
You’ll only have tofight one enemyif things turn violent. It’ll be a fistfight, without any weapons involved.
Not only will losing to a random drunk be humiliating,getting knocked out will also lead to Geralt losing money.
Once Geralt is freed of the drunks' clutches, the quest ends.
