Ranger Captains areCassette Beasts' spin on Gym Leaders. Sort of. One could argue that title belongs to the Archangels - there are even eight of them, just as there are always eight Gym Leaders. But the Archangels are terrifying abominations, and apart from that one episode of the old anime with Sabrina’s dollhouse, that doesn’t really apply to Gym Leaders.

So back to the Ranger Captains. There are 12 in total, and they’re flesh-and-blood human folks looking to make new Wirral a brighter place. You’ve got to challenge all 12, but the trouble is, they are oh so very hard to find without a guide. Good thing you clicked on one!
Near the Ranger Outpost

Find him atop a ledge; locate a nearby lever; activate it, and a ramp will form that can take you to him
Judas
Within the map square at the southeastern most spot on the map
He’s not quite on one of the islands down here, but rather, a patch of land beforehand, so you won’t need to swim
Zedd
North four map squares of Judas on the far eastern section
You’ll find him within the canyon area here; he gives you the ‘Scattershot’ quest to complete before he will battle you

Electromagnetism
She’s in a creepy fog-like area that you’ll learn is the ruins of an attempted settlement; head east from Harbourtown Station and use Electromagnetism on the nearby block to reach this ‘Deadlands’ area

Swim
You will need to have learned Swim from Diveals to reach him; you will find Skip hanging out just offshore atop a pair of red and yellow cargo boxes

Within the Eastham Woods near the Mall at the north-central area
You must also have recruited Meredith. With both Meredith and Electromagnetism, find a robot in the Eastham Woods; now, you’ll need to locate a coin to activate it (her!). Head to the Deadlands, step into the cyclone winds in the southeast of the zone; and you’ll be transported to a cave with the coin inside!
Lodestein
West of Eastham Woods and just east of Mount Wirral, at the top of a tall ledge
Electromagnetism; Bulletino Dash
Find a lever in this area; activate it andquicklyBulletino Dash across the ramp facing northward. This gets you to another ledge, where you’re able to use Electromagnetism to get across the the ledge that Lodestein’s on
Gladiola
Gladiola is like the anti-Judas; she’s on the southwesternmost spot on the map
Swim from the Marshes area, venturing southwest toward the bottom-leftmost corner of the map; grab the lever on this little island, then hop into the cyclone winds to find her
Heather
Five map squares north of Gladiola, still on the western edge of the map
From Cherry Meadow, venture out into the sea, and she should be located soon enough
Cherry Meadow
Locate a lever that elevates a bridge in similar fashion to how you reached Wallace; note that you will need to traverse the bulk of Cherry Meadow before you’ll get there despite Buffy being quite visible as soon as you arrive in the zone
One square west of the campfire in the Marshes
From Cherry Meadow, head south, and from there she’s about as simple to find and interact with as Heather was
The cliffs high atop Mount Wirral
Pumpkin Vine Ball
Search the eastern ledges of Mount Wirral, ascending the rugged terrain via Pumpkin Vine Ball
